Executive Summary

This report analyzes global Transit-Oriented Communities (TOCs), spotlighting key performance indicators (KPIs), methodologies, and best practices to bridge academic insights with practical policymaking. The jurisdiction selection criteria were informed by a prior literature review prepared by Infrastructure Ontario, keyword searches, and benchmarking tools. The key themes for effective monitoring and evaluation (M&E) of TOCs encompass indicators for measuring Community Engagement, TOC Development, Transport Shift, Housing, Economic Impact, Accessibility and Proximity, Fiscal Performance, and Ecological Impact. The research unveils varied M&E strategies across jurisdictions, each highlighting different approaches to measuring TOC performance. Also, this globally-informed research has given rise to the following recommendations for any organization undertaking the measuring and tracking of TOC development in a jurisdiction like Ontario.
